Civilian crisis management is widely debated. What does it actually mean? Some answers are offered in this book, written by experts in civilian crisis management from the General Secretariat of the Council of the European Union, Finnish state institutions, and non-governmental organisations.

Born out of an initiative by the Civil Society Conflict Prevention Network (KATU) and Committee of 100 in Finland, the book is useful for civil servants, researchers and politicians, as well as students and NGO activists. It analyses the history of the European Union civilian crisis management, its current state and future challenges.
